UK Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent study of municipal councils, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling playing fields and land to support their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and utilising savings to manage growing financial challenges.”

Specific Examples of Planned Sales

One local authority in southeast England announced its asset disposal plan included the sale of a shopping centre in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Strains

The survey of councils in the coalition, which covers several urban centers, also found that more than 70% of councils will need to increase local levies next spring to cover the growing cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to deliver both improved services and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of regional authorities recently also found council budgets being strained by the growing number of children and adults needing Send support.

A network of councils projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Deprivation and Financial Gaps

Based on the latest deprivation measures (IMD) covering UK local authorities, several key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest IMD measures,” noted the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The data highlights the scale of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

A fifth of councils have cut or compromised social care provision in the last year, the survey found.
